How to register

What the número de utente is actually for
Your SNS user number is what you quote to book any appointment, fill an e-prescription at a pharmacy, or get referred from your família doctor to a specialist or hospital. It's assigned once you're registered and is permanent — if you move to a different freguesia, you request a transfer to the new ARS rather than a new number.
EHIC vs. registering with the SNS
If you're an EU/EEA/Swiss citizen visiting Portugal short-term — tourism, a short work trip, a short study stint — your home country's European Health Insurance Card (EHIC) lets you access SNS care on the same terms as a Portuguese resident for anything that becomes clinically necessary during your stay. It does not replace registering with the SNS if you're actually moving to Portugal and becoming a resident: in that case you need your own permanent número de utente, obtained by registering at your local health center as above. EU pensioners drawing a pension from another member state use a different route (Form S1) to convert their coverage rather than either of these two.
